Trusted Installer is a component of Windows Resource Protection that Microsoft introduced with Windows Vista.  the Windows Modules Installer service uses the "Trusted Installer" User account to add, remove, or modify Windows updates and other components.

Deleting or modifying files or folders owned by Trusted Installer Can end badly for you , if you don't know what you're doing. it's a safeguard that prevents even an administrator account from deleting core Windows files.

While it is possible, it has been my experience that if your system is so jacked that you need to mess with those files. the damage is most likely system wide and eventually a  fresh install will be necessary. and more practical

Why the name? well I'm  amused  by those certain individuals that ... despite being reassured that nobody has hijacked their system and that "trusted installer is a built-in feature" ... they still choose to be angry.

Claiming. "it's my system .. i shouldn't need permission for anything. "

 

Never seizes to amuse me. 

 

there is another user level that allows one  "global " permissions . but i believe developer mode has to be enabled. but once again.  if your system is that jacked that you need that level .. a fresh install is more practical.

 

perhaps do it to keEp your system stable long enough to save important items , however in cases of viral infection .. maybe not even that ..  I didnt say it was an entertaining story... but you did read this willingly right ? and your still doing so.. you just did it again... i can do this all day.
